HB214 Summary: School Psychologist Interstate Licensure Compact

• Adopts Article 6 of Chapter 26 of Title 34, establishing the School Psychologist Interstate Licensure Compact to facilitate interstate practice of school psychology in educational settings.

• Allows qualified school psychologists to obtain equivalent licenses in member states without duplicative requirements, addressing workforce shortages and improving access to school psychological services.

• Establishes the School Psychologist Interstate Licensure Compact Commission consisting of one delegate per member state to administer the compact, adopt rules, manage finances, and oversee compliance.

• Requires member states to grant equivalent licenses to applicants holding active home state licenses who meet qualifying educational requirements (doctoral or specialist-level degree with supervised internship) and pass a national licensing exam.

• Becomes effective October 1, 2025, and remains in effect once seven states enact the compact; Alabama law supersedes conflicting commission rules, and Alabama courts retain sole jurisdiction over constitutional disputes.
