HB220 Summary

• Authorizes the St. Clair County Sheriff to establish procedures for purchasing tangible property and services using credit cards or debit cards issued to the sheriff's office.

• Requires the sheriff to adopt written policies governing card use including: monetary limits per purchase and monthly limits, sole access controls, accurate purchase records subject to audit, monthly bill reviews for unauthorized charges, and timely full payment to avoid fees.

• Directs the sheriff to select card providers considering annual fees, rewards or rebates, interest rates and late fees, early termination penalties, and other relevant factors.

• Requires any rewards or rebates earned from card use to be deposited into the sheriff's discretionary account.

• Act becomes effective June 1, 2025, and does not authorize spending beyond appropriated funds or creating debt for St. Clair County Commission.
