AL HB23

Requires any person to obtain a valid assault weapon permit from their county sheriff before carrying an assault weapon in a vehicle or on their person.

Requires any person to obtain a valid assault weapon permit before purchasing or acquiring an assault weapon, with a 90-day grace period for weapons acquired through bequest or intestate succession.

Defines "assault weapon" to include semiautomatic rifles and pistols with detachable magazines and certain features (pistol grips, folding stocks, flash suppressors, grenade launchers), semiautomatic firearms with magazines holding more than 10 rounds, short-barreled rifles under 30 inches, semiautomatic shotguns with specific features, revolving cylinder shotguns, and conversion kits for such weapons.

Exempts federal, state, and local law enforcement officers, military members acting in official capacity, holders of federal firearm licenses, and persons possessing assault weapons on their own land, residence, or fixed place of business.

Establishes violations of the carrying and acquisition requirements as Class C felonies; permits are issued by county sheriffs using the same procedures and fees as concealed carry permits; takes effect October 1, 2025.
