Proposes constitutional amendment requiring each local school board to adopt policies mandating daily recitation of the Pledge of Allegiance to the United States flag and a prayer reflecting Judeo-Christian values at the start of each school day in public K-12 schools.

Requires students to be given the opportunity to voluntarily recite the Pledge of Allegiance.

Authorizes reports of suspected violations to the State Superintendent of Education, who must investigate and determine if a school board has shown a continued pattern of intentional refusal to comply.

Mandates the State Superintendent withhold 25 percent of state funding to non-compliant school boards for the following fiscal year upon finding continued pattern of intentional violation.

Authorizes the Legislature to provide further reduction of funding to school boards for continued violations in the annual education appropriation.
