Allows the Town of White Hall in Lowndes County to authorize pari-mutuel wagering on simulcast past events and live horse and dog races at a licensed facility with at least 40,000 square feet located at 6999 Highway 80 West, Hayneville, Alabama.

Town Council must adopt rules governing the conditions for simulcast programming of pari-mutuel racing events from out-of-state racetracks and establish wagering requirements in compliance with federal law.

Licensees conducting pari-mutuel wagering must pay a tax of 4 percent of total contributions less prizes paid to winners, with revenue distributed as 20 percent to Lowndes County Commission, 20 percent to Lowndes County Board of Education, and 60 percent to the Town Council.

Licensees conducting historical pari-mutuel wagering must pay 1 percent tax to the State of Alabama.

Prohibits off-track betting and gambling at any other location in the state outside the licensed facility, and does not affect existing state or local laws prohibiting wagering elsewhere.
