AL HB25

Amends Section 11-98-4, Code of Alabama 1975, to allow two or more local 911 districts existing on October 1, 2025, to enter contracts jointly providing emergency communication services by adopting identical resolutions.

Requires contracting districts to hold public hearings pursuant to Section 36-25A-3 and include in contracts the intent to cooperate, description of services, and a termination date no later than three years from the contract date.

Permits any district to terminate a joint contract by providing 180 days' notice to other contracting districts, notwithstanding the contract's stated termination date.

Allows joint powers or services to be exercised by each contracting district individually or by one or more districts on behalf of all contracting districts, provided at least one district is authorized to exercise the power or service in the agreed manner.

Prohibits joint 911 service operations until the Statewide 911 Board certifies that joint operations are ready to occur without service interruption; becomes effective October 1, 2025.
