• Authorizes the State Board of Midwifery to accept gifts and grants pursuant to terms and conditions adopted by official resolution.

• Allows licensed midwives to provide midwifery care in freestanding birth centers, in addition to other settings, while continuing to prohibit care in hospitals.

• Authorizes licensed midwives to order and administer newborn screening tests provided in Section 22-20-3 and any related State Board of Health rules to all neonates in their care.

• Permits licensed midwives to order and administer urinalysis or blood glucose tests as indicated.

• Repeals Section 34-19-21 relating to coverage or reimbursement for midwifery care, effective October 1, 2025.
