Amends Section 11-98-5.2 of the Alabama Code to modify the 911 Fund distribution and administration of monies collected from voice communications service providers and prepaid wireless 911 charges.

Allocates up to 1 percent of monthly statewide 911 charges for the 911 Board's administrative expenses and discretionary operational grants to districts experiencing hardship.

Sets aside 20 percent of CMRS provider charges into a separate account exclusively for costs related to administering a statewide 911 voice and data system complying with FCC technological requirements.

Designates remaining funds from the 20 percent allocation for training and certification of public safety telecommunicators, advisory services, grant programs for financially distressed districts, or equal distribution among districts by majority board vote.

Becomes effective October 1, 2025.
