Consolidates vessel registration fees by removing the separate $5 flat registration fee and incorporating it into the base registration fees for Classes 1-4 vessels.

Increases registration fees for all vessel classes: Class 1 vessels (less than 16 feet) from $18 to $23; Class 2 (16-26 feet) from $23 to $28; Class 3 (26-40 feet) from $73 to $78; Class 4 (40+ feet) from $98 to $103.

Allocates $5 from each Class 1-4 vessel registration fee monthly to the State Reservoir Management Grant Fund, with remaining registration fees deposited into the State Water Safety Fund.

Maintains the $2 issuance fee for county probate judges and other issuing officials, which is separate from the consolidated registration fee.

Becomes effective January 1, 2026.
