Amends Alabama Code Sections 22-24-1 through 22-24-11 to restructure water well driller licensing under the Environmental Management Commission instead of a board.

Changes licensing from annual to two-year periods commencing October 1, 2025, with increased fees: unrestricted licenses $1,000, restricted licenses $500, and business entity licenses $500.

Requires continuing education for license renewal beginning October 1, 2027: six hours for unrestricted licenses and three hours for restricted licenses, with a grace period until March 31.

Expands licensure requirements to include pump repair/installation, environmental well construction, and geothermal system installation, with options for unrestricted or restricted (specialty) licenses.

Authorizes the Environmental Management Commission to adopt a fee schedule by rule for water well completion certification filings, capped at $1,000 total, with single-family residence or duplex fees not exceeding $250.
