Volunteer fire departments and rescue squads are now subject to local competitive bid laws instead of the state procurement code, aligning them with district attorneys and sheriffs.

Reduces the deadline to file a notice of protest for competitive bid contracts from 14 days to 5 calendar days from issuance of the solicitation or award.

Excludes protest procedures from coverage under the Alabama Administrative Procedure Act.

Allows alternative methods for certifying disclosure statements and permits submission of a single annual disclosure statement for multiple proposals with the same state agency.

Exempts public contracts with publicly traded companies and awards of economic development incentives from disclosure statement requirements; effective June 1, 2025.
