Expands the definition of "critical infrastructure facility" to include communications service infrastructure or facilities as defined under Section 37-17-1.

Adds criminal intent requirements to the crime of unauthorized entry of a critical infrastructure facility, requiring intentional, reckless, or criminally negligent conduct when injuring, removing, destroying, or breaking critical infrastructure property.

Modifies criminal tampering in the first degree (Section 13A-7-25) to require intentional or reckless conduct, and criminal tampering in the second degree (Section 13A-7-26) to require intentional or reckless conduct instead of the previous standard.

Clarifies that nothing in the unauthorized entry statute applies to acts committed by a person within the scope of their employment, including actions necessary for lawful work assignments.

Becomes effective on October 1, 2025.
