Amends Alabama law to allow law enforcement officers to impound vehicles operated by individuals with revoked or suspended driver licenses, or suspended licenses due to DUI-related offenses or failure to comply with implied consent laws.

Permits impoundment of vehicles operated by unlicensed drivers unless the officer can verify valid licensure by other means or the driver's license expired within the preceding 180 days.

Prohibits vehicle impoundment if the vehicle owner or family member is present and possesses a valid driver license, or if emergency/medical necessity or health care provider/first responder status exists.

Establishes redemption procedures requiring registered owners to present valid driver license, proof of mandatory insurance, and vehicle ownership documentation before paying towing, storage, and administrative fees to recover impounded vehicles; vehicles not redeemed within 60 days shall be sold or disposed of as unclaimed and abandoned property.

Prohibits counties and municipalities from providing funds for driver license or identification card procurement, and restricts local government identification card issuance to individuals meeting the same proof of identification requirements as driver license applicants.

Becomes effective October 1, 2025.
