Amends Section 17-4-1, Code of Alabama 1975, to add an exception to the requirement that judges of probate publish registered voter lists before primary elections.

Publication of the voter list is no longer required if the cost of publication would exceed $40,000.

Maintains existing requirements for voter list certification by the state voter registration system and allows voters 10 days to request additions of inadvertently omitted names.

Allows county commissions to publish voter lists as preprinted advertising supplements at the newspaper's lowest national insertion rates, with minimum nine-point type size on standard newsprint paper.

Becomes effective October 1, 2025.
