Local boards of education must implement semi-monthly salary payments for employees beginning August 1, 2026, with payments on the first and sixteenth day of each month.

When the first or sixteenth day falls on a weekend or holiday (except October 1st), payment must be made on the last workday prior; if October 1st falls on a weekend or holiday, payment moves to the next workday.

Local boards may opt out of semi-monthly payments by filing a written board resolution with the State Superintendent of Education within 60 days of passage.

The state Comptroller, State Superintendent of Education, and State Board of Education must adopt policies to implement these provisions.

The legislation intends that implementation of semi-monthly pay shall not reduce any employee's annual compensation, and becomes effective July 1, 2025.
