Establishes the Alabama National Guard Legal Services Office as a joint office shared by Army and Air National Guard with separate state staff judge advocates for each service.

Creates positions and defines duties for legal office personnel including General Counsel, Deputy General Counsel, Chief Paralegal, Associate General Counsels for various practice areas (military justice, contract/fiscal law, administrative law, operational law, and legal assistance).

Establishes the Alabama National Guard Legal Assistance Program to provide no-cost legal assistance to eligible Alabama National Guard members, employees, retirees, and their dependents for personal legal matters.

Authorizes judge advocates and paralegals to perform notarial acts under 10 U.S.C. § 1044a while performing duties under Title 10 or Title 32, including when not in duty status.

Effective date: October 1, 2025.
