Two or more municipalities may establish a regional law enforcement training facility authority by municipal council resolution with initial mayoral consent to construct, maintain, and operate a training facility that may include a shooting range.

The authority's board consists of two members appointed by each municipality with 20,000+ population, one member from smaller municipalities, and the mayor of each participating municipality, with appointed members serving at the municipal council's pleasure.

The authority may issue bonds under the same rules as water, sewer, and fire protection districts, borrow money, sue and be sued, acquire property, and employ personnel including a superintendent to manage operations.

The authority's property, income, and bonds are exempt from state taxes but may be subject to county and municipal taxes if approved by local governing bodies.

The facility must prioritize training for law enforcement officers of participating municipalities, and the authority may be dissolved when no bonds are outstanding with majority board approval and municipal council consent from all participating municipalities.
