HB335 Summary

• Counties and municipalities with residential construction permitting programs may levy an additional fee of up to $20 per permit (building, mechanical, plumbing, electrical, or combination) to fund construction trade education.

• All fees collected are deposited into the Alabama Construction Trade Academy Fund to support skilled trades education programs addressing the shortage of tradesmen in residential construction.

• The fund may receive federal, state, and private funding, with no more than 15 percent used for administrative costs and remaining balances carried forward annually without reverting.

• An Alabama Construction Trade Advisory Council is established with representatives from licensing boards, community colleges, and state education agencies to make recommendations on grant awards and program guidelines.

• The board shall award grants to support tool grants, mobile facilities, supply grants, and adult education initiatives, with priority given to new carpentry courses and programs in underserved areas; funding becomes effective October 1, 2025.
