HB338 Summary

• Amends Section 34-1A-1 of the Code of Alabama 1975 to expand exceptions to the definition of "locksmith" under the Alabama Electronic Security Board of Licensure.

• Exempts individuals and business entities whose activities are limited to making duplicate keys, including transponder keys, automotive keys, key fobs, proximity keys, smart keys, and other high security key technology from locksmith licensing requirements.

• Clarifies that creating or copying automotive key fobs, proximity keys, smart keys, and high security key technology is not considered locksmith activity when limited to key duplication services.

• Maintains existing exemptions for entities that do not advertise locksmith services, government emergency personnel, licensed towing services, and property owners or managers.

• Becomes effective June 1, 2025.
