Amends Section 34-7B-13 of the Alabama Code to add a new exemption from Alabama Board of Cosmetology and Barbering licensing and regulation requirements.

Exempts individuals whose occupation is confined solely to makeup application and who perform makeup application on the general public for compensation in any venue, including event venues, shops, spas, or homes.

Defines covered makeup application services as including primer, face paint, lipstick, eyeliner, eye shadow, foundation, rouge, mascara, strip lashes, face powder, corrective stick, and makeup remover.

Excludes from the exemption manual or chemical exfoliation, semipermanent lash application, lash or brow tinting, permanent makeup application, microblading, and hair removal.

Becomes effective on October 1, 2025.
