Removes the requirement that physicians must perform at least 100 hours of voluntary service annually to qualify for the Retired Senior Volunteer Program (RSVP).

Allows fully retired physicians to obtain a limited license at no cost to provide outpatient health care services at established free clinics and approved nonprofit organizations.

Requires physicians in the RSVP to maintain a full and unrestricted medical license history, be in good health, and complete continuing medical education requirements.

Certificates issued under the program expire annually and are subject to renewal at the discretion of the State Board of Medical Examiners.

Becomes effective on October 1, 2025.
