Increases the maximum assessment levy on cotton bale sales from $1.00 to $1.30 per bale under Alabama Code Section 2-8-199.

Requires the commission to determine the annual assessment amount on a per-bale basis, with the new ceiling of $1.30 per bale.

Changes referendum eligibility language to allow cotton producers who produced cotton in the crop year immediately preceding the referendum to "may participate" rather than "shall be eligible to participate."

Makes technical and nonsubstantive revisions to update existing code language to current statutory style.

Becomes effective October 1, 2025.
