Defines "foreign national" to include non-U.S. citizens, foreign governments, foreign political parties, foreign entities, and U.S. entities majority-owned by foreign nationals (with limited exceptions for U.S. operations and decision-making by U.S. citizens).

Prohibits foreign nationals from making contributions or donations to state or local election candidates, non-candidate elections, political party committees, or electioneering communications.

Prohibits foreign nationals from making independent expenditures or disbursements for electioneering communications related to Alabama elections.

Prohibits persons, political parties, political action committees, and principal campaign committees from soliciting, accepting, or receiving contributions or expenditures from foreign nationals.

Establishes Class C felony penalty for intentionally violating the foreign national contribution and expenditure prohibitions; effective October 1, 2025.
