• Establishes the Alabama Science, Technology, Engineering, and Mathematics (STEM) Council as a state entity within the Department of Workforce to advise state leaders on STEM education, career awareness, and workforce development.

• Council membership includes two Governor appointees with STEM expertise, two Secretary of Workforce appointees, six designated public officials (including State Superintendent of Education and Chancellor of Community College System), one appointee per workforce region, and additional stakeholder representatives selected by the Governor and Secretary.

• Creates an executive committee consisting of the Governor appointees, Secretary of Workforce appointees, and regional appointees, led by a Governor-appointed Chair with authority to launch initiatives, make recommendations, approve budgets, and evaluate the Director.

• Director of the STEM Council shall oversee implementation of the state STEM strategic plan, develop a Governor's STEM "Seal of Approval," maintain a digital registry of evidence-based STEM programs, conduct program evaluations, expand STEM career exploration, and provide annual reports to state leadership and Legislature.

• Becomes effective October 1, 2025; council may establish a foundation to receive private contributions for STEM education and workforce development programs.
