Prohibits all governmental entities and county health departments from spending public funds to advertise or promote vaccines to the public, effective July 1, 2025.

Allows exceptions for printed educational materials distributed directly to patients that include balanced information on vaccine risks and benefits, information about state vaccine requirements and exemptions, and VAERS reporting information, and for communications explicitly required by federal law.

Authorizes the Attorney General to investigate reported violations, determine the amount of public funds unlawfully spent on vaccine advertising, and report findings to relevant legislative committees.

Requires the Legislature to reduce appropriations to violating governmental entities by the amount spent on advertising during the fiscal year following the violation.

Requires county commissions to reduce funding to independent county health departments by the amount reported by the Attorney General for violations during the following fiscal year.
