Permits non-emergency medical transport services (other than ambulances) to transport patients on stretchers, gurneys, or cots to medical care facilities, including medical appointments.

Requires transport vehicles to be designed and equipped to hold a stretcher, gurney, or cot for purposes of this authorization.

Defines non-emergency circumstances as situations where patient health and life are not at serious risk without immediate treatment, excluding conditions like uncontrolled bleeding, heart attacks, automobile accidents, or serious trauma.

Authorizes the State Committee of Public Health to adopt rules further defining non-emergency circumstances and governing the operation and conduct of non-emergency medical transport services and vehicles.

Becomes effective on October 1, 2025.
