Defines "human cloning" as asexual reproduction including nuclear transfer, embryo subdivision, pluripotent stem cell introduction, or genetic modification of skin cells into viable oocytes or sperm, with exceptions for standard in vitro fertilization and fertility treatments.

Establishes human cloning as a Class C felony when performed, attempted, or participated in intentionally.

Criminalizes shipping, transferring, or receiving embryos produced by human cloning or any oocyte, embryo, fetus, or somatic cell intended for human cloning purposes.

Preserves scientific research not specifically prohibited, including nuclear transfer and cloning techniques for producing molecules, DNA, non-embryo cells, tissues, organs, plants, and non-human animals.

Becomes effective October 1, 2025.
