Requires the Alabama Department of Environmental Management to issue one recycle credit per certified ton of recyclable materials used to produce new products or energy sources.

Allows the Department of Revenue and solid waste collectors to accept recycle credits in place of solid waste disposal fees for one ton or four cubic yards of waste.

Permits transfer of recycle credits to other persons if the transferee registers the transfer within 30 days and pays a transfer fee established by the department.

Credits expire either three years after issuance or upon acceptance by the Department of Revenue, whichever occurs first, with a 50 million credit annual cap.

Establishes monthly disbursement of collected fees and civil penalties as follows: 40% to Solid Waste Fund, 40% retained by department for implementation and educational programs, and 20% to Alabama Recycling Fund; civil penalties of up to $1,000 apply for falsifying credit application or transfer forms.

Becomes effective October 1, 2025.
