Amends Section 26-10C-1 of the Code of Alabama to allow the Department of Human Resources to provide putative father registry information to licensed attorneys upon request for the limited purpose of petitioning for child adoption.

Requires attorneys requesting registry information to attest by signed affidavit that the information is solely for adoption proceedings; maintains existing authority to provide information to courts.

Updates terminology throughout the statute, replacing "person" with "individual" and "regulations" with "rules" for consistency with current legislative style.

Maintains confidentiality protections for the registry except as provided for attorney and court access; preserves criminal penalties (Class A misdemeanor) for knowingly registering false information or improperly releasing confidential information.

Effective date: October 1, 2025.
