• Amends Alabama Code Section 32-5A-194 to allow qualified individuals (physicians, registered nurses, paramedics, phlebotomists) to refuse blood draws requested by law enforcement officers, except when ordered by court.

• Permits refusal of blood draw requests made pursuant to Section 32-5-192 related to driving under the influence investigations.

• Makes technical changes replacing the term "person" with "individual" throughout the statute for consistency.

• Maintains existing liability protections for medical professionals and facilities that properly administer blood tests when requested in writing by law enforcement officers.

• Becomes effective October 1, 2025.
