Authorizes the City Council of Alabaster to establish and regulate up to two entertainment districts by ordinance, each not exceeding one-half mile by one-half mile in area.

Permits Alabama Alcoholic Beverage Control Board retail licensees in designated entertainment districts to obtain an entertainment district permit allowing patrons to carry open containers of alcoholic beverages throughout the district.

Prohibits customers from entering other licensed premises with open or closed containers of alcoholic beverages acquired elsewhere, and bars non-licensees from possessing or bringing alcoholic beverages acquired outside the district into the entertainment district during operating hours.

Requires city ordinances to regulate hours of operation, authorize revocation of entertainment district designations, and establish penalties for violations.

Becomes effective June 1, 2025.
