Proposes a constitutional amendment requiring the Judge of Probate of Morgan County to be licensed as an attorney in Alabama, effective for the term beginning after ratification.

Authorizes the Judge of Probate of Morgan County to exercise equity jurisdiction concurrent with circuit court for cases originally filed in Morgan County Probate Court, provided the judge is licensed to practice law in Alabama.

Grants the probate judge full powers and authority of a circuit court judge in equity cases, with cases treated identically to circuit court filings and Alabama Rules of Civil Procedure applied.

Establishes the amendment as self-executing but allows the Legislature to enact implementing legislation if needed.

Amendment becomes valid upon approval by a majority of qualified electors voting in a statewide election held under established constitutional and election law procedures.
