AL HB402

Establishes the Reviewing Urban-Rural Asymmetries in Legislation (RURAL) Act requiring the Legislative Services Agency to complete Rural Impact Reports on any bill when requested by a legislator.

Reports must assess direct and indirect effects on rural communities, consequences for farmers and agricultural businesses, and impacts broken down by legislative district and affected rural communities.

Reports must include analysis of impacts on rural school districts covering funding, student enrollment, educational resource access, teacher recruitment and retention, and potential school closures or consolidations.

Reports must provide comparative analysis showing projected impacts on rural districts versus suburban and urban districts, including identified disparities and differential consequences.

Legislative Services Agency shall complete reports within 30 days of request; completed reports shall be made publicly available on the Legislature's official website and provided to requesting legislators, relevant committees, and rural stakeholder organizations upon request; effective October 1, 2025.
