• Establishes licensing for makeup artists and permitting for lash/brow artists under the Alabama Board of Cosmetology and Barbering.

• Requires makeup artists to complete either 300 clock hours of instruction in a licensed school or 600 hours of supervised work experience over two years; lash/brow artists require 250 clock hours or 500 hours of supervised experience.

• Allows grandfathering of existing practitioners who have worked in the field for at least two years as of August 1, 2025, by completing a 16-hour course, demonstrating proficiency on a skills exam, and paying applicable fees by January 1, 2026.

• Authorizes operation of mobile studios for makeup, brow, and lash services in addition to existing mobile salons.

• Reduces apprenticeship supervision requirement from five years to two years of valid licensure for supervising practitioners.

• Becomes effective August 1, 2025.
