AL HB411

Establishes an affirmative defense in civil actions for damages (personal injury, wrongful death, or property damage) when the injury arose from someone willfully obstructing public streets, highways, bridges, or roads.

Affirmative defense applies to three specific obstruction actions: impeding or restraining traffic passage; standing on or remaining in the roadway; or endangering safe movement of vehicles or pedestrians.

Requires courts to stay civil actions upon defendant's motion during the pendency of any related criminal action that shares the same factual basis as the defense.

Becomes effective October 1, 2025.
