Upgrades unauthorized entry of a critical infrastructure facility from a Class A misdemeanor to a Class D felony.

Upgrades the crime to a Class B felony if the person injures, removes, destroys, or breaks critical infrastructure property, or attempts to interrupt or interfere with operations of a critical infrastructure asset during the unauthorized entry.

Adds "attempts to cause" language to the criminal tampering in the first degree statute, making it illegal to intentionally cause or attempt to cause substantial interruption or impairment of utility services to the public.

Maintains existing exemption that prevents the law from prohibiting lawful assembly and peaceful petitions for redress of grievances, including labor disputes.

Becomes effective October 1, 2025.
