Amends Sections 22-51-8 and 22-51-9 of the Code of Alabama 1975 regarding regional mental health authority board governance and composition.

Requires executive committees of boards with more than 16 directors to include one sheriff (or representative) and one judge of probate, unless the board exists solely to serve individuals with intellectual or developmental disabilities.

Prohibits corporations from imposing additional director qualifications beyond those specified in statute through bylaws, certificates of incorporation, or other legal instruments; individuals meeting statutory qualifications must be seated on the board.

Changes quorum requirement from "three members" to "one-third of the members of the entire board," and specifies that a majority of executive committee members constitutes a quorum when the committee exercises board powers.

Effective October 1, 2025.
