HB433 Summary

• Amends Section 11 of Act 91-533 to modify distribution of Talladega County special sales and use tax revenues collected in the Talladega County Special Tax Fund.

• Allocates up to $50,000 annually plus existing professional services funds for county commission discretionary use, with remaining amounts distributed among 14 specified categories including volunteer fire departments (12%), bridge fund (12%), Honda project (10%), and water development (10%).

• Allocates $1,500,000 from existing Health Department Fund and $3,500,000 from existing Special Tax Trust Fund to the East Alabama Rural Innovation and Training Hub.

• Requires Talladega Economic Development Authority to make recommendations on expenditure of funds for water line development and North Talladega County water improvements, but gives final discretion to the Talladega County Legislative Delegation.

• Repeals Act 2023-393 and becomes effective June 1, 2025.
