Amends Section 45-49-140.10 of the Alabama Code to provide a definition for "residence" in the context of fire service fees charged by firefighting districts in Mobile County.

Specifies that fire service fees on residences shall be collected from owners of five types of residential properties: Class III single-family owner-occupied homes, duplex/multiplex/condominium units, apartment buildings, house trailers and manufactured homes, and lots in residential parks for motor homes or recreational vehicles.

Allows property owners with structures straddling county lines that met specific conditions between January 1, 1990 and December 28, 1990 to avoid service charges if they obtain agreements with other districts to provide fire and emergency services and waive liability.

Permits retroactive application of the exemption to unpaid service charges if the board determines the waiver will not significantly impact district finances and the retroactive waiver does not exceed one-tenth of one percent of the district's long-term debt.

Becomes effective October 1, 2025.
