Extends the statutory sunset date of Alabama's Underground Damage Prevention Program from January 1, 2027 to January 1, 2035.

Requires operators with underground facilities in Alabama to participate in the One-Call Notification System to prevent injuries and protect underground facilities from damage.

Maintains existing membership requirements for operators, including those with more than 25,000 customers or 500 miles of facilities, and exemptions for electrical operators with less than 5 percent underground trench miles.

Establishes that operators who fail to join the One-Call Notification System cannot recover damages from persons who comply with the system and exercise reasonable care during excavation.

Becomes effective January 1, 2026.
