Adds Section 13A-10-12.1 to the Code of Alabama 1975 to establish the crime of tampering with a legislative record.

Makes it unlawful for a person to alter, without a legislator's permission, a legal notice required by Section 106 of the Alabama Constitution of 2022 that describes a proposed local law prior to bill introduction, with intent to change the description of the law's scope, purpose, or effect.

Requires that the notice be advertised with the unauthorized alteration for the crime to be committed.

Violation constitutes a Class A misdemeanor.

The act becomes effective on October 1, 2025.
