Increases United States at-large board members from two to three members on the University of South Alabama Board of Trustees.

Increases state at-large board members from five to nine members.

Removes requirement for one trustee from each of five specific combinations of state senatorial districts; allows current trustees in those seats to complete their terms, after which the Governor may appoint successors under the revised structure.

Changes regular annual board meeting from first Monday in June to any time during June as determined by the board.

Reduces special meeting notice requirement from at least 10 days in advance to as soon as practicable but no less than 24 hours before the meeting.
