Authorizes the Director of the Alabama Emergency Management Agency to purchase promotional and educational materials from appropriated funds to promote the agency's functions and educate the public on emergency preparedness.

Specifies that the director's spending authority includes items reasonably necessary to promote the Emergency Management Agency's assigned functions and materials for public emergency preparedness education.

Makes technical revisions to Section 31-9-4, Code of Alabama 1975, including deletion of duplicative language and updates to current statutory style.

Becomes effective on October 1, 2025.
