Proposes a constitutional amendment to Alabama's Constitution of 2022 to allow the Legislature to authorize, license, tax, and regulate traditional paper raffles and paper bingo conducted for noncommercial charitable purposes only.

Modifies Section 65 of the Constitution to add an exception to the current prohibition on lotteries and gift enterprises, allowing these specific gaming activities by general law.

Restricts authorized gaming to traditional raffles and bingo using only cardboard, paper, plastic, or functionally similar material, explicitly excluding electronic or commercial operations.

Requires a statewide election in accordance with Sections 284 and 285 of the Alabama Constitution and existing election laws, with the amendment becoming valid upon approval by a majority of qualified electors voting.
