HB479 Summary

• Removes the Electronic Registration Information Center (ERIC) as a voter registration database that boards of registrars or the Secretary of State may use to identify voters whose addresses have changed, effective February 2025.

• Requires the Secretary of State to conduct voter registration list maintenance programs through the Alabama Voter Integrity Database (AVID), which compares voter rolls against driver license data, state-to-state voter lists, National Change of Address database, Social Security Death Index, and Department of Homeland Security citizenship data.

• Establishes procedures for boards of registrars to send change-of-address notices by forwardable mail within 90 days of identifying potential moves, with prepaid return cards allowing voters to verify or correct their information.

• Specifies that voters not responding to notices may continue voting in their original jurisdiction for two federal election cycles if they complete a voter registration update form, otherwise their registration is removed.

• Becomes effective October 1, 2025.
