Requires the Alabama Comptroller to publish all public expenditures exceeding $1,000 to a public blockchain beginning October 1, 2030, with publication rules set by the Department of Finance.

Defines "public expenditures" as transfers of state money to private persons for goods or services that constitute public records under Alabama law.

Mandates the Department of Finance, in consultation with the Office of Information Technology, to develop and submit a strategic plan to the Governor by September 30, 2027, including recommendations on required legislation and funding.

Requires the Governor to approve the strategic plan by December 31, 2027, with publication on the Department of Finance website and distribution to all legislators by January 10, 2028.

Permits the Comptroller to contract with any public or private entity for implementation and clarifies the act does not require blockchain as the sole method for tracking state expenditures.
