Proposes a constitutional amendment to establish the Belforest Landmark District in Baldwin County, comprising Sections 11, 14, 23, 24, 25, and 36 (Township 5 South, Range 2 East) and Sections 19 and 30 (Township 5 South, Range 3 East), excluding any portion within the City of Daphne.

Prohibits annexation of any property within the Belforest Landmark District into any municipality by local law, except for municipalities incorporated after the amendment's ratification that include part of the district.

Specifies that the Belforest Landmark District shall not be a legal entity and shall have no taxing authority, zoning authority, police power, standing to sue, or authority to adopt ordinances or regulations.

Requires a referendum election to be held in accordance with state constitutional procedures and election laws, with voters choosing "Yes" or "No" on the proposed amendment.

Amendment becomes valid upon approval by a majority of qualified electors voting on the measure.
