Amends Section 11-43-12, Code of Alabama 1975, to create an exception to the prohibition on municipal employees having financial interests in contracts paid from the municipal treasury.

Allows municipal employees to receive funds from community development block grants or other grant programs flowing through the municipal treasury if the employee's benefit is similar to other grant recipients and the employee has no decision-making role in eligibility determinations.

Explicitly prohibits municipal elected officials from using the grant fund exception.

Updates statutory language to current drafting style and changes references from "person" to "individual" and updates penalty dollar amounts formatting.

Becomes effective October 1, 2025.
