Amends Section 16-33A-1 of the Alabama Code to add any independent historically Black college or university (HBCU) located in Selma, Alabama to the list of approved institutions under the Alabama Student Grant Program.

The Selma HBCU must be accredited by a federally recognized accreditation agency to qualify as an approved institution.

Eligible students attending approved institutions remain subject to existing requirements including Alabama residency, U.S. citizenship, undergraduate status, and prohibition on theology/divinity degree programs.

Makes minor clarifying edits to existing statute language, including changing "person" to "individual" and "regulations" to "rules" throughout the section.

Becomes effective July 1, 2025.
