Amends Section 45-56-243.05 of the Alabama Code to modify the distribution of Randolph County tobacco tax proceeds, with 2 percent retained by the Department of Revenue for collection costs.

Allocates 32 percent to recognized volunteer fire departments and Randolph County Rescue Squad in equal shares for fire protection and emergency medical services.

Distributes 24 percent to the Randolph County Industrial Development Council for tourism or economic development purposes.

Retains 24 percent in the Randolph County General Fund for general county use.

Allocates 10 percent each to the Randolph County Equine and Agricultural Association Center for agricultural education and to the Randolph County Animal Shelter for animal control services.
